City Council Members by Ward

Frosty Peak

F. O. "Frosty" Peak was elected to his first term as Ward 1 Councilman in April, 1993 and was re-elected in 1997. He was born and reared in Enid, Oklahoma and attended Phillips University in Enid for four years. Frosty began his professional career with a national grocery store chain and is presently a store director for Alberston's. In addition, he and his son, Brad, founded APeak Equipment in 1989.

His committees for the City include the Finance, Legislative, Annexation/Deannexation, MAPS review Committee and he chairs the Aviation Committee. Frosty participates in other community and professional organizations. He is a 32nd degree Mason in the Shriners and the Charter President of NW OKC AMBUCS. For the past several years he has assisted the staff of the Mabel Bassett Correctional Center with their "New Beginnings" program. He was recently selected by Albertsons for the Warren E. McCain award for community service. Frosty is married and has five children and six grandchildren.

Amy Brooks

Amy Brook was sworn in for her first term as the Ward 2 City Council representative on April 13, 1999. At the time of her election, Amy, age 46, was on the City Parks Commission. She was appointed in 1995 and again in 1998, and also served on the Riverfront Redevelopment Authority as the surrogate for Mayors Norick and Humphreys.

She and her husband, Rodger Brooks, and their daughter Cheryl, 17, live in the Crown Heights neighborhood. Amy has been a staunch neighborhood advocate for many years and served on the Neighborhood Alliance Board of Directors from 1988-96. She also served on the Crown Heights-Edgemere Heights Homeowners Association Board from 1984-87 and from 1995 to present.

Her extensive community involvement and commitment to improving Oklahoma City include her present service as a director of the boards of Oklahoma City Beautiful, the Citizens League of Central Oklahoma, the Myriad Gardens Foundation, and Heritage Hall School. She is also a past member of the Westminster School Board of Trustees and Class VI of Leadership OKC. As an active member of Westminster Presbyterian Church, she has served as a Deacon, President of the Women's Association and a coordinator for mobile meals.

Amy grew up in Lubbock, Texas, and graduated cum laude from Southern Methodist University with a Fine Arts degree in Art History in 1975. In 1977 she married Rodger, who is in the oil and gas business, and moved to Oklahoma City.

Lawrence F. McAtee, Jr.

Appointed Interim Ward 3 Councilman

The City Council appointed Lawrence McAtee, Jr. as interim Ward 3 Councilman on January 23 to fill the position vacated by Jack Cornett, who resigned to become District 2 Oklahoma County Commissioner.

McAtee will serve out the remainder of Cornettís term through April 9. A new Ward 3 Council rep will be elected this spring. The primary election is March 20, and a runoff, if necessary will be held April 3.

McAtee, 63, has been treasurer of Kimray, Inc., a manufacturer of oil and gas equipment, since 1983. He started with Kimray in 1981 as director of the companyís MIS department.

From 1965-1969 and 1973-1981 he worked for Honeywell, Inc. in sales and management. From 1969-73, he held various positions, including sales manager for Univac, head of McAtee and Associates (distributor of family and motivational programs), and Associate Professor of Management at Oklahoma City University.

McAtee earned a masterís degree in management from New York University Graduate School of Business Administration in 1962, and a B.A. in Public & International Affairs from Princeton University in 1959.

He is a member of the First Southern Baptist church in Del City. He and his wife

Frances Lowrey was elected to her first term as Ward 4 Councilwoman in April, 1993. She was born in Kansas but has resided in south Oklahoma City for 50 years. She has been a leader in neighborhood and community projects for many years. She worked in sales and sales management for 20 years.

Mrs. Lowrey

served three years as president of the Capitol Hill Neighborhood Association. She has an impressive record of community leadership, in areas ranging from beautification to crime control. She is past Executive Director of Neighborhood Housing Services and a member of the Community Health Centers of Oklahoma, the Senior Housing Advisory Committee, OKC Police Advisory Committee, and the Rockwell Commercial Development Board. Mrs. Lowrey is a 40-year member of Lambuth United Methodist Church and a member of the South Oklahoma City Chamber of Commerce. As a Councilmember, Mrs. Lowrey serves on the Riverfront Redevelopment Authority, Finance Committee, Neighborhood Conservation Committee, Social Services Committee and the Committee for Council Appointees (non-judicial). Mrs. Lowrey has two children and three grandchildren.

Jerry Foshee

was elected as Ward 5 Councilman in April 1993. Mr. Foshee serves on the Finance Committee, Audit Committee, Aviation Committee, Economic Development, Judiciary Committee, Five Year Capital Improvement Committee, and Legislative Committee. He is a member of the Riverfront Redevelopment Authority. He financially supports and is active with the youth of south Oklahoma City in baseball, wrestling, basketball, football and soccer, and is a regular speaker in south Oklahoma City public schools.

He belongs to the South Oklahoma City Chamber of Commerce. He has served on the Oklahoma Trial Lawyers Association Board of Directors and is a member of the Oklahoma Trial Lawyers and Oklahoma Bar Association. Mr. Foshee has been a practicing attorney in Oklahoma since 1976 and is a partner in Foshee & Yaffe Law Firm. Mr. Foshee received his law degree from OCU. Born and reared in south Oklahoma City, Mr. Foshee attended Jefferson Davis Elementary School, Southeast High School, and graduated from Central State University. He taught and coached wrestling at Southeast High School, U.S. Grant High School and at other area schools. He and his wife Elizabeth have three children. Elisa, a graduate of OU, is a public school teacher. Jeri Beth is at OU and Chris attends Brink Jr. High School.

Ann Simank

was elected as the Ward 6 Councilwoman on March 21, 1995. She chairs the Social Services Committee and is a member of the Finance Committee, Legislative Committee and Neighborhood Conservation Committee. She serves as the mayoral appointee to the Association of Central Oklahoma Governments (ACOG). She is also Chairman of the National League of Cities Public Safety and Crime Prevention Committee.

Mrs. Simank received her Bachelor's Degree from Oklahoma State University and her Master's Degree in Social Work from Oklahoma University. She is a member of the National Association of Social Workers and the Oklahoma chapter of Licensed Social Workers. She is a member of the board of Parents Assistance Center. She a past member of the advisory board of Eagle Ridge Institute and served on the Oklahoma County Post Dispositional Foster Care Review Board. She currently has a private practice for individual psychotherapy, court-appointed home evaluation and testimony.


Willa Johnson

was elected to her first term as Ward 7 Councilwoman in April, 1993. She serves on the Finance, Economic Development and Social Service Committees and is chairperson of the Neighborhood Conservation Committee. She maintains an active role with the Metropolitan Area Projects (MAPS) and Neighborhood Initiative Programs. She is a Trustee of the Zoo Trust, Advisory member of the Kirkpatrick Board, and a member of the Department of Corrections Advisory Committee for Mabel Bassett Correctional Facility.

Mrs. Johnson is a working member of the Oklahoma Municipal League and chair of the Community and Economic Development Policy Committee of the National League of Cities. Mrs. Johnson participates in a number of community and professional organizations. She is a long time member of St. John's Missionary Baptist Church.

Mrs. Johnson has been has been instrumental in the redevelopment of Northeastern Golf Course providing for an expanded northeast transportation system, improved park programs, improved infrastructure in the northeast, revitalization of NE 23rd Street and cleanup of superfund toxic sites.

Guy Liebmann

was elected to his first term as Ward 8 Councilman in March 1995. He is Chairman of the Economic Development Committee, a member of the Judiciary Committee, Finance, Audit, and Five Year Capital Improvement Committees, Oklahoma City Convention and Visitors Commission, liaison member to the Private Industry Council, on the Second Century Board of Directors, surrogate trustee for the Mayor on the EMSA Board of Trustees and Chairman of the Oklahoma City Water Utilities Trust.

He is a graduate of Classen High School and has a degree in Business Management from the University of Oklahoma. He served as an officer in the United States Marine Corps. He was president of the Liebmann Ice Company for 22 years. During that time he served as Chairman of the Southwestern Ice Association, Membership Chairman and Chairman of the National Ice Association. Currently he has his own investment and consulting business. He programs computer software for data acquisition systems. Formerly he served as the Ward 8 Game and Fish Commissioner. He is a member of the Men's Dinner Club, the Oklahoma City Boat Club, the Church of the Servant United Methodist Church, Rotary Club Number 29 and the Oklahoma City Chamber of Commerce. He and his wife Judy have three daughters and five grandchildren.
